SOME INFORMATION ABOUT THE REGULATION
Conformity Assessment Process
OFFICIAL NEWSPAPER: January 31, 2007 - Number: 26420, the Elevator Regulation (95/16 / AT) (95/16 / EC) ensures that elevators are made and operated in accordance with their standards. It covers the design of all kinds of elevators to be installed in the buildings to be built in accordance with the procedures and regulations of the related Development Law, the production of the components, the preparation of the elevator site, the installation, control and testing, maintenance, operation, and the manner of making the standards and application principles that must be followed in annual controls.
Elevator: An electric vehicle that has a cabin that includes people or loads in terms of its dimensions and construction, can be inclined less than 15 degrees to the vertical or fully vertical direction, and transports people and loads to certain stops of the building between the guide rails.
Electric Lift: It is a device designed to be operated with electricity, fixedly mounted, driven pulley, drum or chain drive.
Hydraulic Lift: It is a device designed to be operated hydraulically, fixedly mounted, moving between guide rails, suspended by a piston, rope or chain.
Elevator Company: It is the organization that undertakes and designs any elevator completely, obtains the operating license and undertakes the maintenance of it.
Company Producing Elevator Components: These are the organizations that manufacture one or more of the components used exclusively in the elevator.
Elevator Parts: It is a collection of parts and / or parts that make up an elevator and are a unit on its own, especially used in an elevator. Some of these options are:
1. Drive System (Engine-machine etc.)
2. Cabin (Complete-suspension system, frame, isolation, buffer, rope attachments etc.)
3. Door (complete, lock, plug, contact, safe etc.)
4. Ray
5. Control Panel (contactor, relay, cable, etc.)
6. Signalization Parts (buttons, audible and light indicators etc.)
Critical Component: Elevator components and parts listed in Annex-IV of the Elevator Decree (Elevator Regulation (95/16 / EC).
1. Devices for locking the landing doors
2. Bidirectional safety device
3.Over speed limiting devices
4a. Energy-harvesting shock absorbers
4b. Energy dispersing shock absorbers
5. Safety devices connected to the sockets of hydraulic electrical circuits when used as fall prevention devices.
6.Electrical safety devices in the form of safety switches containing electronics
Conformity Assessment Procedures of Installation Elevator
CE conformity assessment offers for assembly elevators are taken into consideration. The most suitable module for the manufacturer's structure is selected according to the annual production capacity, quality management system and design unit of the manufacturer that performs the assembly process.
According to the module determined by the company and the features of the elevator, the elevator specialist prepares the proposal for elevator certification and informs the customer. If the customer accepts the offer, a contract binding both parties is made. The company can choose more than one route in the elevator compliance and certification process:
The notified body examines the technical file and the lift and conducts the appropriate tests or equivalent tests as specified in the relevant standards (EN 81-1, EN 81-2, EN 12016) in order to ensure that the lift meets the requirements of the decree. If the elevator meets the requirements of the decree, it attaches or ensures that its own identification number is attached to the CE conformity mark according to the Annex-III article of the decree and issues a certificate of conformity regarding the tests performed.
If it makes a refusal decision at the end of the conformity certificate issuing process, the reasons for this are stated in detail and the company is informed about how to ensure compliance.
Conformity Assessment Procedures of Critical Components
CE conformity assessment offers are received for critical components. The most suitable module for the manufacturer's structure is selected according to the annual production capacity of the manufacturer that manufactures critical components, the quality management system and whether it has a design unit.
The Notified Body selected by the manufacturer checks the safety components at regular intervals or has them done. Sufficient samples taken from the manufactured safety components are examined and appropriate tests specified in the relevant Standards mentioned in this decree or equivalent tests are carried out to check whether the manufacture meets the relevant rules of the regulation. In cases where one or more of the checked security components are not suitable, the Notified Body takes the necessary measures. In case of conformity, in line with the responsibility of the Notified Body, the manufacturer affixes the identification number of this organization during the manufacturing process.
